I have a similar problem with IE10, it hangs when I start it up, I managed to make it start with "no add-ons" as you described above. The error code 0x2 (DEVICE_QUEUE_NOT_BUSY) is usually associated with incompatible hardware or drivers. In fact, I disabled all extensions.
